近期，新型冠状病毒感染的肺炎疫情牵动着全中国人民的心。疫情发生后，中国政府高度重视，习近平总书记做出重要指示，要把人民群众生命安全和身体健康放在第一位，采取切实有效措施，坚决遏制疫情蔓延势头。教育部、北京市委做出重要工作部署，我校党委第一时间响应成立北京化工大学新型冠状病毒感染肺炎疫情防控工作领导小组，研究部署落实疫情防控工作，全力保障包括来华留学生在内的全校师生安全。
Recently, people’s hearts of the whole China dance with the current state and the progress of the new coronavirus infection of pneumonia. After the outbreak, the Chinese government acknowledges it as a top priority. General Secretary Xi Jinping made important instructions to place people's safety and health in the first place by taking effective measures to firmly contain the spread of the epidemic. The Ministry of Education and the Beijing Municipal Party Committee also deployed important arrangements. The BUCT Party Committee immediately responded by establishing the leading group for the prevention and control of the new type of coronavirus infected pneumonia on campus. The team studied and deployed all necessary acts to maintain the prevention and control of the epidemic in order to ensure the safety of all teachers, staff, as well as domestic and international students.
疫情期间，学校制定了我校来华留学生新型冠状病毒感染肺炎疫情防控工作细则，安排具体工作队伍开展系列防控举措。加强来华留学生公寓清洁与消毒，确保公寓卫生环境；每天“一对一”跟踪了解每一位来华留学生身体健康状态与行程，提供科学防护指导；及时客观宣传疫情情况，解答来华留学生各种问题，让来华留学生及时了解疫情，避免产生恐慌心理；积极帮助来华留学生提供温度计、口罩等防控必需物资，提供生活与餐饮帮扶服务,保障留学生健康安全渡过疫情期；为来华留学生提供在线学习资源，鼓励来华留学生安全健康、充实快乐的渡过疫情期。
During the epidemic period, the university has formulated the detailed rules for the prevention and control of the new coronavirus infection of pneumonia among international students, and arranged specific working teams to carry out a series of prevention and control measures. The university strengthened the cleaning and disinfection of the apartments for international students to ensure the sanitary environment of the apartments. Every day, "one-to-one" tracking and understanding each international student's physical health status and itinerary, providing scientific protection guidance. Timely and objective publicity of the epidemic situation, answering various questions of the international students, so that the international students can understand the real and comprehensive situation of the epidemic situation and avoid panic psychology; Actively help international students to provide necessary materials for prevention and control such as thermometers and masks, and provide support services in daily life and catering, to ensure the health and safety of international students through the epidemic period; To provide online learning resources for overseas students in China and encourage them to go through the epidemic period safely, healthily and happily.

我们知道，你们或许因为突如其来的疫情取消或推迟了返校行程，亦或通过转发相关信息表达自己的关切。在这个出乎意料且不断发展的局势中，学校希望大家都照顾好自己，你们的健康和安全是我们共同应对这一挑战的重要内容之一。我们将尽力让每个人都了解北京化工大学的最新情况，并呼吁同学们积极配合以下两方面工作：：
We understand that most of you may have already cancelled or postponed your trip back to school because of the sudden outbreak and expressing your concern by forwarding relevant information. In this unexpected and evolving situation, BUCT requests everyone to take care of themselves, as your health and safety are a top priority for us while we address this challenge. We will try our best to keep everyone up to date regarding the situation on campus; meanwhile, we would also call upon students to actively cooperate with the following two areas of work:
（1）之前已转发的《北京化工大学春季学期延期开学通知》，是对病毒实施隔离与遏制的关键及必要步骤。尽管我们对可能造成的不便感到遗憾，但我们仍然必须要求每同学出于个人安全和公共利益的考虑做出“暂时不要返校”的决定，直到获得学校的开学通知。
(1) We have informed you that Beijing University of Chemical Technology has decided to postpone the 2020 spring semester , which is a key and necessary step to isolate and contain the virus. While we apologize for the confusion and inconvenience this may have caused, we must ask each student to make a decision not to return for the time being in order to ensure personal and public safety until BUCT receives notice about what the new starting date of 2020 spring semester will be.
（2）鉴于目前的形势，我们希望所有留学生要严格遵守中国政府及卫生部门发布的指示，认真采取所有必要防范步骤：避免到人群众多的地方参与活动；正确佩戴口罩并勤加洗手，咳嗽或打喷嚏、饭前便后、接触或处理动物粪便、外出回家后，要用肥皂和流水或含酒精的洗手液，采取“六步洗手法”科学洗手。如果你出现咳嗽，发烧等症状，请立即通知我们并寻求医疗帮助。
(2) In light of the current situation, we sincerely hope that all international students will strictly abide by the instructions issued by the government and the health authorities and will take all necessary precautions: Avoid participating in activities at crowded places; and wear a mask correctly and wash hands using the scientifically approved method, using soap and running water or alcohol-based hand sanitizer frequently, especially after coughing or sneezing, after going to the bathroom and before meals, after handling animal waste, and each time you arrive at your residence. If you have been experiencing cough, fever or other symptoms, please inform us immediately and seek medical help.
针对留学生“离校、在校、返校”相关问题说明
Guidance for international students who wish to leave, remain in, or return to Beijing.
1)如果你想离开学校返回生源国。学校将尊重你的选择，离开之前请详细了解你们国家对防疫入境的有关要求并严格遵守。离校同学在离京前要告知你的导师，并办理请假手续。
1）If you wish to leave BUCT . BUCT will respect your choice. Before leaving, please learn more about your country's requirements for entry. Before leaving the school, students should inform your supervisor and counsellor first, go through the formalities of asking for leave.
2）如果你仍愿意留校。未经许可不得进出校园，遵守各项管理规定。做好个人防护措施，在校园内戴口罩。房间内保持清洁和通风，勤洗手。每日主动到公寓值班室测量体温，如有发热、干咳、乏力、呼吸困难等症状，务必第一时间报告负责老师和公寓值班人员。如有特殊或紧急情况需要出入校园，请按照学校规定办理出入校园审批手续。
2) If you wish to stay in BUCT. Yes, you may stay in BUCT. At the same time, it is necessary to reduce going out. Without permission, it is not allowed to go in and out of the campus, and all management regulations shall be observed. Take personal protective measures and wear masks on campus. Keep the room clean and ventilated and wash hands frequently. Take the initiative to measure the temperature in the duty room of the apartment every day. If you are experiencing fever, dry cough, weakness, breathing difficulties and other symptoms, please report the teacher and duty officer of international student apartment. If you need to enter or leave the campus in special or emergency situations, please apply for the approval of entering or leaving the campus according to the regulations of BUCT.
3) 如果你目前在中国境内的校外居住。须办理合法的外国人临时住宿登记，服从当地政府疫情防控管理。减少流动，加强疫情防控，每日向负责老师报告身体情况和所处位置。原则上要求所有离校学生务必不要在学校明确开学时间之前提前返校。
3) If you are staying out of BUCT but in China. It is necessary to apply for a legal residence permit for foreigners and obey the local government's epidemic prevention and control administration. Report the physical condition and position to the responsible teacher every day. In principle, all students who leave BUCT must not return to BUCT in advance before school opening time.
